Final Fantasy VII Rebirth: Where The Wind Blows Quest Guide

Client: Broden
Location: The Inn At Kalm
Suggested Level: 22

Broden, the Innkeeper, needs you to assist his friend Mildred in getting her windmill up and running again.

Mildred can be found in the Windmill Settlement in the northeast of the Grasslands. To repair the windmill, you’ll first need to have a few tasks for Chadley completed in order to have the requisite materials for the job.

How To Complete The Quest: Where The Wind Blows

First and foremost, you’ll need the Windmill Gear item transmuter recipe. You’ll find this by completing Excavation Intel 1: Bygone Settlement, which is located north of the abandoned docks in an area full of ruined buildings.

Once your Chocobo has sniffed out the Transmuter Chip that gives you the recipe, it’s time to make your way to your next objective: the Quetzalcoatl to obtain his talon, which is required to craft the Windmill Gear.

You won’t be able to find this mythical Fiend yet, though, unless you’ve uncovered enough Lifesprings in the Grasslands for Chadley. So be sure to do so and get your area intel level up until he tips you off to the creature’s location, unlocking the Classified Intel: Winged Lacertilian of Yore combat assignment.

You’ll find the Quetzalcoatl’s stomping grounds on the plateau southeast of the Mako Pipeline Maintenance Warehouse in the wastelands section of the Grasslands region.

Beat The Bird

The Quetzalcoatl is a feathered Fiend with powerful physical attacks and lightning abilities. As this beastly bird is tough to hit while in the air, I recommended having Barret or Aerith in your party to ensure you can hit him with bullets or magic while he’s soaring above the arena. Additionally, make sure to have a couple of ice magic users in your party to pepper him with Blizzard to pressure the Quetzalcoatl, as ice magic is its weakness. And, as you’d expect, the Shiva summon comes in absolutely clutch here if you happen to have it equipped.

Once defeated, the Quetzalcoatl will drop a Quetzalcoatl Talon, allowing you to craft the Windmill Gear for Mildred.

When the windmill starts, it’ll shake loose a Cleansing Materia; don’t forget to grab it before you continue your journey! With that done, it’s time to return to Broden at the inn in Kalm. After learning the sad truth about Broden’s weakened condition, you’ll be rewarded with the Whistlewind Scarf accessory, which slightly fills the ATB gauge at the start of a battle.

you should have completed the last quest for the Grasslands region. But don’t worry, as there are plenty more folks in Junon who need your help, and we have guides to assist you when it comes to completing those quests in Final Fantasy VII Rebirth as well. That said, be sure to check out our guides for The Farmer’s Request. Or, if it’s treasures you seek, our Grasslands cache locations guide.
